Lloydminster council has awarded the contract for some urbanization work that needs to be done near the Cenovus Energy Hub.
Council heard the 41 St. urbanization project proposal at the Sept. 9 council meeting.
“The proposed, project was brought forward to council and was what they call urbanization” explains Mayor Gerald Aalbers. “What is urbanized is gutters and drain, as well as pavement markings and things like that.”
Aalbers says there’s highway standard in the city as well as urban standard.
“Use highway 17 itself as an example. As you leave the downtown, it then moves to highway standard because it still has ditches and things like that,” he said. “So that’s what will be being constructed over 41st to be part of future development next year. Again, this is a process. As you see the building continuously evolving. This is the work that’s going to continue to evolve.”
When asked if there was more work to be done in the area Aalbers says much of the underground work has already been installed.
“I know a lot of water and sewer underground was installed. There’ll be surface, there’ll be a parking lot required next year and so forth. And that’s all part of that infrastructure that will need to be done,” he said.
The cost of the off-site work is factored in to the total cost of the Cenovus Energy Hub Project.
“All that funding, as it was stated by administration, the overall project is $101 million, and there are costs factored in for offsite levies,” explained Aalbers.
The companies that submitted their bids for the project made for a close result as the two companies were within $208.
“What council saw today was one of the the closest tenders I’ve ever seen from council. That tender was within $200 of the two bids, one from a local contractor and one from a contractor that isn’t based locally,” said Aalbers.
The discussion around the table revolved heavily around the choice of picking the local or out of city company.
Ultimately, council passed the motion to award the contract to Knelsen Sand & Gravel Ltd. From La Crete, Alta., in the amount of $671,237.75 with a 15 per cent contingency.
