“Yes Toolkit” simplifies permit process

The Alberta government has introduced the “Automatic Yes Toolkit,” a new system to speed up permit approvals and cut red tape. The new toolkit aims to reduce wait times, help businesses grow, and create jobs while keeping health, safety, and environmental rules in place.

Dale Nally, minister of service Alberta and red tape reduction, said the new system responds to concerns from businesses.

“While we have met our commitment to reduce red tape by 33 per cent, we are continuing to implement leaner, streamlined processes by adopting an Automatic Yes Toolkit,” he said. “Business leaders and Albertans have told us that wait times for permit decisions can take too long, so we’ve designed the toolkit to address those concerns, while still maintaining the appropriate health, safety and environmental protections.”

The toolkit introduces three methods: Code of Practice (COP), Permit-by-Rule (PBR), and Shot Clock. These approaches help process low- and medium-risk applications faster while ensuring detailed reviews when needed.

For simple permits, like certain Water Act applications, clear operating rules will replace long approval processes. This frees up government resources for complex applications. For permits needing more review, the toolkit sets strict time limits for decisions.

Dan Kelly, president of the Canadian Federation of Independent Businesses, said the changes will help small businesses.

“The Automatic Yes Toolkit is a big step forward for Alberta’s small businesses,” he said. “By speeding up permit approvals, entrepreneurs will have more time to focus on growth and job creation instead of navigating bureaucracy. This kind of efficiency is exactly what businesses need to thrive.”

Even with faster approvals, the government can still deny permits when necessary. It will also enforce rules if violations occur. The new system aims to balance efficiency with safety and government supervision.
