Town of Vermilion awards contract for water treatment plant work

The Town of Vermilion will be making some upgrades at its water treatment plant.

The aim is to replace a piece at the plant that is more than 50 years old.

“As part of our 2026 capital budget work, we identified the replacement of the MCC (motor control centre),” Robert Dauphinee, director of infrastructure and planning services said. “That particular unit was 1970 vintage, well passed its end of useful life.”

The project includes the demolition of the existing MCC, supply and installation of the new one and reconnection of electrical services.

McElhanney Ltd, acting as the town’s engineering consultant, evaluated the six qualified submissions received and determined that Bi-Systems Electrical and Controls Ltd. achieved the overall evaluation.

“Bi-systems is a company that the town has a lot of experience with. They do a lot of work for us at the wastewater treatment plant,” Dauphinee said, noting they’ve done repair projects at the wastewater treatment plant after it was constructed.

The original budgeted amount for the project was $260K, bringing the Bi-Systems tender under budget.

“We have to keep in mind as well there is some engineering, $36K that is allocated to engineering, bringing the total project cost without any contingencies up into the range of $140K,” he said.

Engineering design, tendering, contract administration and construction inspection services provided by McElhanney are budgeted at $36,084.

The remaining $119K within the project budget will provide a contingency for unforeseen construction requirements, potential change orders and other project-related costs.

Council awarded the contract to Bi-Systems Electrical and Controls Ltd. in the amount of $104,320.
