The City of Lloydminster approved a reallocation of reserve funds during its regular council meeting on Aug. 17, moving $164,750 to replenish the City Manager Contingency Reserve.

The contingency reserve is designed under municipal policy to give the city manager flexibility to authorize urgent or minor expenditures without prior council approval, ensuring city operations remain seamless. Administration reconciled the reserve following several emergent and unbudgeted operational expenses incurred earlier in the year.
“A few emergent and unforeseen expenses occurred, which were approved by the City Manager and funded through the City Manager Contingency Reserve,” administration noted in a report presented to council by Corporate Services.
Key expenditures being replenished from specific operating reserves include $134,750 for the city’s new Enforcement and Navigation Unit (ENU), which funds a Community Peace Officer and a Community Support Worker to address local social disruption and $30,000 for asbestos abatement discovered during floor replacement work at the Park Center.
Additional capital commitments totalling $231,206 were also detailed in the report to be reconciled across various capital reserves. These include $100,000 for an ENU fleet vehicle, $45,807 for utility line adjustments on 75 Ave., $33,000 for a roof condition assessment at the Servus Sports Centre, and $13,450 toward a replacement boom lift.
With an initial starting balance of $500,000 at the beginning of 2026 and total commitments of $395,956, the approved $164,750 replenishment leaves the forecasted ending balance of the City Manager Contingency Reserve at $268,794 as of Dec. 31. Administration will continue to report on and reconcile the reserve account quarterly.
