Beginning in November 2025, council expressed concerns over awarding the item to a business outside of Lloydminster.

At the time, administration was recommending the agreement be awarded to Lethbridge-based Parks Enterprises Ltd. Council defeated the motion later in November, which led to administration starting the next steps in the process, eventually putting it out for proposals again.

The item was recently presented at the March 23 regular council meeting for decision after the request for proposal was issued on Jan. 20. It closed on Feb. 19, which produced three responses.

“There were three submissions received, with one proponent meeting all mandatory requirements,” said Natasha Pidkowa, City of Lloydminster manager of planning.

“Administration is recommending that council approve the award of the three-year standing offer agreement for safety code services, specifically for the building and plumbing permit plan review and inspection services to Superior Safety Codes Inc.”

She clarified gas and electrical services are administered through provincially governed agencies.

Pidkowa noted the average permit revenue from 2022 to 2024 was $455,062.

“That $455K was the annual of the three years, based on the construction we see within the community,” she said.

Council approved the three-year agreement to Superior Safety Codes Inc. with the option to extend it for two one-year agreements.
