Many mall merchants are facing an increase in the common crime of shoplifting.
According to Kim Richer, LloydMall‘s general manager, the family-focused mall is a hub for activity in the community. With restaurants, shopping, and the public library, the mall it prides itself on providing customers a safe and friendly place.
That is why the increase in theft under $5000, recognized as shoplifting in the Criminal Code of Canada, raises concern.
“Like so many other businesses in Lloydminster, LloydMall is experiencing issues with shoplifting. Not all, but a significant amount of this is stemming from the increase in unhoused individuals in our community, individuals suffering from mental health issues, addictions and other social inequalities,” said Richer. “This has created significant hardship on our retailers financially and increased fear for their staff safety.”
The mall has on-site security, which handles many situations. If something escalates, the RCMP assist by arriving on the scene. The mall has been extremely grateful for its partnership with the local police over the years.
“We are very grateful for the quick response the RCMP has provided the mall over the years. We understand they can’t help with every shoplifting incident, however they will respond when we express that a situation is escalating and if public safety is a concern,” said Richer.
Theft under $5,000 is punishable on a summary conviction in Canada. This means courts generally punish a guilty suspect with periods of probation and fines.
From a policing perspective, the Lloydminster RCMP say they work diligently with retailers on this issue. However, if they aren’t aware of a crime occurring, they cannot effectively assist.
“From a policing perspective we have not observed an increased rate of shoplifting. Our members acknowledge that in speaking with some retailers at the Lloyd Mall, some instances of shoplifting go unreported to police,” stated RCMP Sargeant Brad Mouland. “Lloydminster RCMP members have discussed crime prevention strategies with some retailers such as placement of products away from doors, etc.”
Richer acknowledges this is a community concern, not just related to the mall. She also recognizes that bringing relief and change across the city will require a multi-layered approach.
