Three Hills RCMP charge Elnora man with personating a peace officer

Three Hills RCMP has charged a 64-year-old Elnora man with impersonating a peace officer following an investigation that began earlier this year.

On Jan. 8, police began investigating a report of a vehicle in Elnora that appeared to resemble a police unit. Officers located an older model Ford Crown Victoria parked at a residence with a badge on the bumper reading “Police Interceptor.”

Further investigation determined the same vehicle had been observed on Oct. 17, 2025, near Sylvan Lake travelling at a high rate of speed with blue lights flashing. Two drivers reported the incident and told police they initially believed the vehicle was a legitimate police unit.

Police obtained a warrant to search the vehicle and seized it. During a subsequent search, officers located a fully functional siren and public address system. Investigators determined the Ford Crown Victoria was a decommissioned police vehicle that had been outfitted with police-style equipment.

Randy Telford, 64, of Elnora, is charged with personating a peace officer.

Telford was issued a summons and is scheduled to appear in Alberta Court of Justice in Red Deer on April 17, 2026.
