Contractor awarded $2.5M contract for Lloydminster drainage project

Lloydminster City Council has awarded a $2.5-million contract to ABS Excavating Ltd. to carry out Phase 4 upgrades on the Northwest Drainage Channel.

Council approved the $2,499,282 contract, excluding GST, during its regular meeting on Aug. 17. A 15 per cent contingency allowance of $374,892.30 was also authorized for the project, which will be funded through capital budget project No. 2335017.

The Northwest Drainage Channel is one of two primary stormwater channels in the city, conveying stormwater to the Neale Edmunds Stormwater Management Complex. The upcoming work represents the final scope of a multi-phase improvement initiative first identified in the city’s 2015 Stormwater Master Plan.

While initial plans called for upsizing piped infrastructure along the channel near the Cenovus Energy Inc. refinery, constructability constraints and rail crossing requirements led project leaders to alter the design. Under the revised plan, contractors will construct a surge pond within the refinery footprint to store and buffer stormwater flows, eliminating the need for larger pipes while preventing downstream flooding.

Work on the previous three phases included culvert crossings at 57 St., 50 Ave. and 67 St., as well as channel regrading between 62 Street and Brekko Lake.
