During the Oct. 5 regular meeting, council approved awarding the culvert replacement contract to Rusway Construction Ltd. for $449,258.20, excluding GST, funded through Capital Budget Project No. 2535003.

Council also approved a 10 per cent contingency allowance of $44,925.82, excluding GST, and committed an additional $150,000 from the Stormwater Services Capital Reserve to the project.

The upgrade is required due to the age and deteriorating condition of the existing infrastructure. The city’s potable water is sourced from the North Saskatchewan River, with the intake facility located approximately 32 kilometres north of Lloydminster.

Maintenance of the access road is vital to ensuring safe, reliable passage to the critical water infrastructure while maintaining proper drainage and water levels.

The scope of work includes:

  • Removing and replacing one existing 1,800-millimetre diameter corrugated steel pipe culvert with a 1,950-millimetre diameter concrete pipe.

  • Installing pipe end riprap, geosynthetics, and gabion baskets to protect the surrounding drainage course.

  • Fully restoring the access road following construction.

Administration issued a bid document to pre-qualified contractors via the city’s bids and tenders website on Sept. 17. With council’s approval, the mayor and city clerk have been authorized to sign and seal all necessary documents to execute the contract.
