Council voted in favour of allocating additional funding for the first phase of the Russ Robertson Pad Replacement detailed design.
Council considered the motion at the July 22 council meeting of moving $23,810 from the Recreation and Culture Capital Reserve for the project.
The Russ Robertson Arena first opened for operations in 1976 and since then it has operated as a major sporting facility within the city for various age groups. The arena pad is original to the facility and has seen continual usage for 48 years and is beginning to show its age through cracking and pad movement.
Don Bowey with the City of Lloydminster who was presenting the request to council said the average life span on the arena pad system is about 45 to 48 years.
Some questions were raised by council regarding the scope of the project.
“I know we’re talking mainly about the concrete pad, but, I was under the impression, the far wall has some accessibility issues that we had noted,” said Councillor Jonathan Torresan.
Bowey says the scope of the project has changed.
“The scope of original project has gone down, the original project involved changes for accessibility as well as a potential south wall expansion.”
“Based on financials the scope has been limited to just the ice pad replacement at this time.”
Bowey explains that part of the goal with this project is to give a detailed estimate of how much the full project would cost for a future capital ask.

Phase one for detailed design services totaled $67,100 plus a 10% contingency of $6,710, leaving the project under funded for the first phase in the amount of $23,100. Phase two costs for consulting services totaling $58,350 will be requested in the 2025 capital budget ask for the project.
The motion to allocate funding to repair the Russ Robertson was passed by council.
