The City of Lloydminster and the County of Vermilion River (CVR) are working to develop a co-ordinated plan after awarding a contract to develop an Intermunicipal Development Plan (IDP).

The IDP will support co-ordinated planning and decision-making on matters of mutual interest, including growth, development and land use.
“An IDP is a statutory planning document required under Alberta’s Municipal Government Act for municipalities that share a common boundary,” said Natasha Pidkowa, manager of planning for the City of Lloydminster.
An IDP aims to establish processes for communication, application referrals and dispute resolution to help minimize conflicts between partnering municipalities.
Pidkowa explained the two parties worked jointly to establish a process that met both their needs.
“Throughout the procurement process, the city and the county have different procurement processes, so we worked together jointly to establish a process that met both of our requirements and obligations,” she said, noting the county brings a rural perspective while the city offers a more urban outlook.
Coun. Michael Diachuk commented on the collaboration, noting it has been encouraging to see.
“It’s been a real positive that both the county and the city. Our administration and elected officials were in full support of making this change and moving forward,” he said.
The intermunicipal liaison committee passed a motion at its July 15 meeting to award the project to Tetra Tech Canada in the amount of $118,944, with a contingency of $21,056. The project is entirely funded through grant money obtained jointly by the City of Lloydminster and CVR through the Alberta Community Partnership Grant.
Lloydminster city council accepted the report of the contract award to Tetra Tech Canada Inc. as information.
