Lloydminster residents will see a reduction on their utility bills this fall as the city transitions to a new provincewide recycling framework.

On Monday, Aug. 17, Lloydminster City Council authorized administration to apply a monthly recycling rebate of $3.82 to affected utility accounts. The rebate will run from Oct. 1 through Dec. 31.
The adjustment comes ahead of the official launch of the Extended Producer Responsibility (EPR) program on Oct. 1. Under the new policy, businesses supplying packaging and paper materials become financially responsible for managing them throughout their lifecycle.
By shifting the financial burden of recycling services from municipalities to product producers, local residents will no longer be charged for recycling through municipal utility accounts. The rebate covers the remainder of the calendar year until the city updates its 2027 Fees and Charges Bylaw to permanently remove the curbside collection fee.
The rebate applies to residential single-family and multi-family dwellings, while commercial properties remain exempt from the program. A public education campaign is ongoing to assist residents with the transition.
