Lloydminster council reviews updated sponsorship and banner policy

City of Lloydminster council is considering an updated policy to govern sponsorships, advertising and banners involving municipal assets.

The proposed Sponsorship, Advertising, and Banner Policy No. 130-01 was presented by Joel Turcotte from Community Development Services during the Sept. 21 regular council meeting.

The policy aims to establish a consistent, transparent and accountable framework for third-party commercial opportunities across city facilities and property.

The updated draft follows initial discussion at a Governance and Priorities Committee meeting on July 13. Revisions to the policy include:

  • New Definitions and Sections: Added a specific definition for “Director” and created a dedicated section governing banners.
  • Compliance Enforcement: Granted explicit authority for the city to require the removal, revision, or discontinuance of any sponsorship or advertising that fails to comply with the policy, applicable legislation, or the Canadian Code of Advertising Standards.
  • Third-Party Agreements: Clarified how the policy applies to third-party agreements and operators using city assets.

The policy review aligns with the city’s strategic commitment to governance excellence by ensuring a fair and clear framework for local businesses and organizations seeking advertising opportunities with the municipality.
