Council signed off on the agreement with PetroValue Products Canada Inc. at its regular session on Monday, Oct. 26. The contract takes effect Feb. 1, 2027, and includes an option to extend for up to two additional one-year terms in 2030 and 2031.

Why the City Needed a New Fuel Contract

The new deal comes as the airport’s current aviation fuel provider agreement is set to expire Jan. 31, 2027.

Administration issued a request for proposals Sept. 30 seeking a supplier capable of meeting the airport’s aviation fuel requirements under a three-year term with potential extensions. Council also authorized administration to sign and finalize all remaining documents related to the agreement.

What the Airport Needs to Keep Running

The Lloydminster Municipal Airport is owned and operated by the City and is certified by Transport Canada. The facility is also home to a NAV Canada Flight Service Station and offers self-serve aviation fuel, with AVGAS 100LL storage capacity of 20,000 litres and Jet A1 fuel storage capacity of 35,000 litres.

Fuel supply has been part of a broader push to strengthen the airport’s infrastructure, following council’s passage of an updated airport bylaw last year and ongoing efforts outlined in the City’s work toward expanded air service for the region.

Why Council Chose PetroValue

In recommending PetroValue Products Canada, administration cited the company’s competitive pricing, reliable fuel supply, fuel quality and safety programs, and 24-hour service capability. Administration also pointed to the company’s experience and operational capacity supporting aviation and commercial operations across Canada.

Administration said the agreement will help ensure a continued supply of aviation fuel and related services for airport users while maintaining operational reliability at the facility.

Next Steps for the Airport Contract

With council’s approval secured, administration will proceed with finalizing the agreement ahead of the Feb. 1, 2027, start date. The three-year term, with its built-in extension options, is intended to provide cost and supply stability for the airport through at least January 2030, and potentially into 2031 if both parties agree to extend.
