Lloydminster city council recently reviewed administration’s 2026–29 corporate plan.

Council’s strategic plan establishes a long-term vision and identifies key priorities to guide decision making throughout its term. The administrative corporate plan translates that vision into coordinated departmental actions.
“A corporate planning framework provides a clear line of sight between council’s strategic direction and administration’s work,” explained city manager Dion Pollard. “While the strategic plan defines what council seeks to achieve, the corporate plan outlines how administration will deliver on those priorities.”
The plan will serve as a living document accessible to the public.
“This would be the document council will see, the public will see, and we’ll update on an annual basis to city council,” Pollard said.
Numerous tasks and projects outlined in the document include tentative start and end dates.
“The intention would be all these are complete by the end of 2029; lots of them are ongoing,” Pollard said. “At the end of the day, the departments will work with that and some of this will also come down to budget. Some of these require budget — if, for whatever reason, the budget doesn’t proceed, then they may not move forward.
“That’s been part of the challenge with prior councils. I want to make sure we have the resources so our council and the public can see what we’re up against in terms of lifespan and available resources.”
Coun. David Lopez questioned whether completing the goals within budget was realistic and asked what execution would look like if the city faced budget cuts.
“I looked at this and said, ‘There’s no way we’re doing this with the budget we have,’” Lopez commented.
Pollard clarified the strategy behind the plan’s scope.
“The message that went out with this is: Don’t expect a whole bunch of financial and staff resources to complete. It’s intended to maintain,” Pollard said. “The intention was to make sure you can attain what you can attain.”
Council accepted the 2026–29 administrative corporate plan as information.
