Housing affordability aim of policy change

Saskatchewan will return to Tier 1 energy efficiency standards for new housing and small buildings. The province says the change will reduce red tape and help keep homes affordable.

Builders can begin using Tier 1 standards immediately. The move comes as national priorities shift and construction costs rise.

“All provinces are dealing with the challenges of growth, including affordable housing for all residents,” said Government Relations Minister Eric Schmalz.

“Removing red tape allows us to harmonize our standards and support Canadian industries.”

Saskatchewan first adopted the 2020 National Building Code (NBC) in January 2024. Originally, the province was going to move to Tier 3 by 2026, but those plans were delayed. Meanwhile, under the new changes, Tier 1 will remain the standard.

Schmalz said the province is aiming to keep Saskatchewan one of the most affordable places to live.

“We understand there is more work to be done, and we have heard from industry that this decision will help maintain housing affordability in the province,” he said.

Industry groups welcomed the decision. Construction Association of Saskatchewan Treasurer Dan Yungwirth said builders will continue to construct high-quality, efficient homes.

“Let’s be clear—our industry will continue to build safe, durable, and energy-efficient structures because we take pride in our work and the communities we serve,” Yungwirth said. “This change allows us to prioritize affordability while still achieving exceptional outcomes.”

Construction Association of Saskatchewan President and CEO Shannon Friesen said reducing regulations will be good for both builders and homeowners.

“Eliminating red tape is always a good thing when it comes to affordability,” Friesen said. “We trust the expertise of Saskatchewan’s construction professionals who have a deep understanding of our province’s unique climate and building needs.”

Energy efficiency rules for large buildings will stay at Tier 1 under the National Energy Code for Buildings (NECB).

The Ministry of Government Relations said builders can still voluntarily aim for higher energy efficiency levels.
