The policy was first adopted in 2020 and received its first updates in 2022. Its purpose is to ensure the proper distribution of funds received from the Saskatchewan Lotteries Trust Fund for sport, culture and recreation through the Saskatchewan Lotteries Community Grant program to local non-profit organizations that provide sport, culture and recreation activities to residents.

“The policy gives council and the committee direction, more the committee, to allocate the money and council (ensures) the rules are followed,” said Lloydminster Mayor Gerald Aalbers.

Updates to the policy include adding the timeline to the definition of grant cycle, reallocations reported through annual reporting and increased reallocation amounts for the city manager or designate.

“These changes put more involvement or more mention of the community service advisory committee in some of the reallocation processes and also reflect a change, reducing the amount the city manager or designate would be authorized to reallocate when dealing with unused or returned grant funding,” said Patrick Lancaster, manager of social programs and services. “Previously, we were looking at $50,000 and we brought that down to $25,000.”

Coun. Justin Vance mentioned the policy didn’t define a member of council, something that was added through an amended motion.

Council approved the Saskatchewan Lotteries Community Grant policy as amended.
